    Pha Lai Thermal Power Joint Stock Company (formerly Pha Lai Thermal Power Plant, abbreviated as PPC), is a power generation unit that owns 02 coal-fired power production lines with a total installed capacity of 1,040MW, of which the units of Line 1 have been in commercial operation for 40 years, the units of Line 2 have been in commercial operation for more than 20 years. During its operation, the Company has contributed nearly 200 billion kWh of electricity to the national power system, making a significant contribution to the industrialization and modernization of the country, especially in the period after independence and economic opening.

    Climate change has caused huge consequences worldwide, in which Vietnam is one of the countries most severely affected by climate change and sea level rising; along with the goal that Vietnam will be basically becoming a modern industrialized country by 2030, the Government has issued many important decisions, specifically (i) Decision No. 1658/QD-TTg dated October 1, 2021 on approving the "National Strategy on Green Growth for the period 2021 - 2030, vision to 2050"; (ii) Decision No. 500/QD-TTg dated May 15, 2023 on approving the "National Power Development Plan for the period 2021 - 2030, vision to 2050"; (iii) Decision No. 165/QD-TTg dated February 7, 2024 approving the "Vietnam's hydrogen energy development strategy to 2030, with a vision to 2050".

    Commencing of The green conversion journey.

    PPC’s production line has been operated more than 20 years (Line is over 40 years) which is the object to be impacted and need to proceed the energy conversion in accordance with the Power Development Plan VIII. PPC also clearly identified this as a big challenge as well as an opportunity to convert, in order to ensure sustainable electricity production, continue to contribute with the electricity industry to fulfill the political task of "ensuring electricity supply to serve the country's socio-economic development and people's lives”.

    In order to make this goal become true, since the beginning of 2024, PPC had organized events (i) contract signing with Energy Authority to develop the project to convert energy generators, including proposing technical solutions and a detail conversion roadmap for generators. The project was approved by EVN GENCO2 and submitted to the competent authority for more approval as a basis for implementation; (ii) Worked with international and domestic organizations to propose the conversion of generators' fuels and was recommended by UNDP-IE and approved by the Government to be included in the list of generators in the JETP's resource mobilization plan; (iii) Searched for and cooperated with green energy solutions companies to serve the conversion project, in which cooperation with domestic producers was emphasized to ensure stable supply and build a domestic value chain.
       
    Recognizing the importance of green transformation, PPC has proactively taken strategic steps. On January 7th, 2025, PPC signed a Memorandum of Understanding (MOU) with The Green Solutions (TGS), a leading company in this field. The cooperation with TGS is a remarkable effort to deploy the usage of green NH3 as an alternative energy and proceed the green transformation project.

    Strategic cooperation between PPC and TGS

    The cooperation between PPC and TGS marks an important step in PPC's green transformation journey. TGS will provide green NH3 and technical support, technology transfer so that PPC can operate effectively with this new energy. The two parties will jointly research and develop solutions for applying green NH3 in the energy sector, contributing to promoting the sustainable development of Vietnam's energy industry. 

    Challenges and Opportunities

    Despite some difficulties such as the incomplete legal framework, green NH3 co-firing technology is still in the development stage and electricity price form green NH3 production is high, PPC is determined to pursue the goal of green transformation.

    With the cooperation with The Green Solutions and the support from state management agencies, Pha Lai Thermal Power Joint Stock Company believes in the success of the green transformation journey, contributing to the sustainable development of Vietnam's energy industry.
